Fannin VINE Became Texas IVSS
Texas replaced VINE with Texas IVSS-Counties effective September 1, 2025. The Texas Attorney General says existing registrations moved to the new service. Text and telephone notices continue through a different provider, while a first portal login may require a password update. Current users should use IVSS-Counties and its support channel. The Fannin County sheriff page still describes SAVNS/VINE and the old toll-free VINE number, so it proves that the county participated but does not control the present workflow.
The county page says its notification system covered both custody status and court proceedings after a Fannin County Jail booking. IVSS can send notice of booking, release, court events, death, escape, or transfer to TDCJ. Those are event notices. They do not replace a signed court order, a jail release log, or a receiving-agency admission. A transfer alert may mark the end of county custody while state, federal, immigration, or another county's custody begins.
Fannin County sits in a custody landscape where agency names matter. The county jail is separate from Buster Cole Unit and Choice Moore Unit, which are TDCJ prisons in Bonham. A search result that says Bonham is not enough to identify the custodian. Match the listed facility, booking or state identifier, and the last known admission. A “release” event means the reporting facility recorded a custody change. It does not state by itself that the person entered the community. Request the exact release type, legal authority, and destination from the jail. If the result indicates transfer to TDCJ, allow for state intake processing and then check the TDCJ offender search.
Court-event notices answer another narrow question. They may show that a proceeding was set or changed, but they do not supply the signed order or the exact time jail processing ended. Search the Fannin court portal, then contact the County Clerk for a misdemeanor matter or the District Clerk for a felony or district matter. A bond or dismissal order can explain authority. The jail release transaction shows when county custody actually ended. Both facts can be correct even when their timestamps differ.

The research does not support telling a new user to create a four-digit telephone PIN. That PIN belonged to the former VINE call-confirmation process. A migrated registration may instead prompt a password update on first login.
Choose more than one contact method when the live portal offers that choice and each method can be kept current. A notice can fail if a phone number changes, an inbox filters the message, or a saved preference is outdated. Account users should review blackout hours so they understand when a notice may be delayed. Saving confirmation does not guarantee immediate delivery, but it provides the registration details needed when IVSS support investigates a problem.
Fannin VINE PIN Is Legacy
The old Texas VINE brochure told a user to find the person, register a phone or email, choose a four-digit PIN, and enter that PIN during an automated call to confirm receipt. Fannin County's page still directs readers toward the older service. That stale county copy and the statewide transition can make a current IVSS screen look inconsistent even though both sources document different eras.
Use the county page as evidence of Fannin participation. Use the state Attorney General's current transition notice for the platform, support number, and migrated-account guidance. Existing registrations carried over, but new users should follow the password and account prompts now shown. The state transition notice is the controlling source.
This difference is not cosmetic. A user waiting for a current PIN prompt may fail to finish registration, while a user discarding an old migrated account may lose saved preferences. Follow the live IVSS prompts or call current support.
Confirm Fannin IVSS Release Notices
Portal data can lag, and a person who is no longer in custody may disappear from search. An existing registration can remain active if the person returns. Neither a missing result nor a retained alert proves the full custody history. Keep the alert timestamp, then call Fannin County Jail at 903-640-4171 and request the booking/release entry through the county's mandatory public-information form when documentary proof is needed.
IVSS is not the BOP Inmate Locator. A federal pretrial person may be controlled by the U.S. Marshals Service, while a sentenced federal prisoner belongs in BOP records.
